DEMAND RSPCA CHARGE MAXINE FRASER
We have been following the Maxine Fraser case for years.
Our reporting in July 2025 documented the long history of concerns surrounding Fraser’s Mount Eliza property, including Racing Victoria inspections dating back to 2011–2016. Those inspections reportedly identified significant hazards, malnourished horses competing for food and water, and severely dilapidated facilities.
By September 2025, the situation had reached a critical point.
After 22 weeks of public protests, community complaints and tireless advocacy, Farm Transparency Project filmed the bodies of two horses on the property (most up to date footage click here). Less than a week after that footage was published, RSPCA Victoria finally raided the property and seized 35 horses.
But we also reported at the time that the rescue was far from complete.
Animals were left behind — including horses, goats and dogs — and Maxine Fraser had still not been charged with animal cruelty or neglect.
Now, a year later, we are still asking:
WHY HASN’T MAXINE FRASER BEEN CHARGED?
AND MORE IMPORTANTLY…
Why do horses and other animals remain on her property?
Around 18 horses, 20 goats and an unknown number of dogs were left behind.
And the animals left behind have continued to suffer.
Reports from locals and civilian investigators have documented serious injuries to horses, including wounds to the neck, chest and stomach, along with ongoing concerns about hoof and dental care and the dangerous state of the property.
One stallion, Zorro, has disappeared and is presumed dead. Another was seized by RSPCA Victoria in May 2026, along with a dog.
The goats have suffered a devastating decline. Their numbers fell from approximately 20 to 11 between September 2025 and April 2026.
On May 22, the Minister of Agriculture announced that the conditions had been investigated and the case was closed.
Yes, really!
Three days later, two more goats died.
The goats have now either died or been seized by the Department of Agriculture.
Yet horses remain.
RSPCA Victoria has continued to receive reports about their condition, but the remaining horses have not been removed. And there have still been no charges against Maxine Fraser for animal cruelty or neglect.
Farm Transparency Project helped expose what was happening and their footage helped trigger the original seizure.
But 35 horses being removed was not the end of this story.
The remaining horses need to be rescued.
And if the evidence supports charges against Maxine Fraser, RSPCA Victoria needs to act.

SUBJECT
RSPCA Victoria: Finish What You Started — Remove the Remaining Horses
Dear RSPCA Victoria,
I am writing to express my concern about the horses that remain at Maxine Fraser’s property in Mount Eliza.
RSPCA Victoria already intervened at this property in September 2025 and seized 35 horses. However, horses were left behind.
Since then, there have been continued reports concerning the welfare of the remaining horses, including serious injuries, fighting between stallions, poor hoof and dental care and the deteriorating condition of the property.
One stallion, Zorro, has disappeared and is presumed dead. Another horse was seized by RSPCA Victoria in May 2026.
I understand that RSPCA Victoria has continued to receive reports concerning the animals at this property.
I want to know why the remaining horses have still not been removed.
Please provide answers to the following:
1. Why have the remaining horses not been removed from the property?
2. What action has RSPCA Victoria taken in response to reports concerning injuries and the ongoing welfare of these horses?
3. Has RSPCA Victoria investigated whether offences under Victoria’s animal-welfare legislation may have occurred?
4. If an investigation has been conducted, has a decision been made regarding prosecution or other enforcement action?
5. If RSPCA Victoria does not intend to remove the remaining horses or pursue enforcement action, what is the reason for that decision?
These animals have already been left behind once.
I am asking RSPCA Victoria to finish what it started and ensure that the remaining horses are removed from this property and placed somewhere safe where they can receive proper care.
I also ask that any evidence of animal cruelty or neglect be properly investigated and that appropriate enforcement action be taken where the evidence supports it.
I would appreciate a substantive response explaining what action RSPCA Victoria is taking to protect the remaining horses.
Sincerely,
[Your Name]

#MOHM THREATENED?
We’ve been threatened by those in the horse racing industry and those who benefit from horse slaughter more times than we can count.
But we are not going away.
We are going to persist until horse slaughter no longer exists for any purpose within Australia -- and until the horse racing industry makes drastic changes.
We are going to continue our hands-on work to offer lifelong sanctuary to as many horses as possible. We generally have 20 at just one of our locations - at any given time.
We have the acreage to take on more horses as financial support allows.
