DEMAND RSPCA CHARGE MAXINE FRASER
We have been following the Maxine Fraser case for years.
Our reporting in July 2025 documented the long history of concerns surrounding Fraser’s Mount Eliza property, including Racing Victoria inspections dating back to 2011–2016. Those inspections reportedly identified significant hazards, malnourished horses competing for food and water, and severely dilapidated facilities.
By September 2025, the situation had reached a critical point.
After 22 weeks of public protests, community complaints and tireless advocacy, Farm Transparency Project filmed the bodies of two horses on the property. Less than a week after that footage was published, RSPCA Victoria finally raided the property and seized 35 horses.
But we also reported at the time that the rescue was far from complete.
Animals were left behind — including horses, goats and dogs — and Maxine Fraser had still not been charged with animal cruelty or neglect.
Now, a year later, we are still asking:
WHY HASN’T MAXINE FRASER BEEN CHARGED?
AND MORE IMPORTANTLY…
Why do horses and other animals remain on her property?
Around 18 horses, 20 goats and an unknown number of dogs were left behind.
And the animals left behind have continued to suffer.
Reports from locals and civilian investigators have documented serious injuries to horses, including wounds to the neck, chest and stomach, along with ongoing concerns about hoof and dental care and the dangerous state of the property.
One stallion, Zorro, has disappeared and is presumed dead. Another was seized by RSPCA Victoria in May 2026, along with a dog.
The goats have suffered a devastating decline. Their numbers fell from approximately 20 to 11 between September 2025 and April 2026.
On May 22, the Minister of Agriculture announced that the conditions had been investigated and the case was closed.
Yes, really!
Three days later, two more goats died.
The goats have now either died or been seized by the Department of Agriculture.
Yet horses remain.
RSPCA Victoria has continued to receive reports about their condition, but the remaining horses have not been removed. And there have still been no charges against Maxine Fraser for animal cruelty or neglect.
Farm Transparency Project helped expose what was happening and their footage helped trigger the original seizure.
But 35 horses being removed was not the end of this story.
The remaining horses need to be rescued.
And if the evidence supports charges against Maxine Fraser, RSPCA Victoria needs to act.
