PETITION:  INTRODUCE THE DRAFT ANIMAL CARE & PROTECTION BILL

We know, we know – you are sick and tired of signing petitions BUT not all petitions are created equal.

A Legislative Council petition (like this one) is an official document submitted to Victoria’s upper house of Parliament (the Legislative Council).

It enables any Victorian resident—including those under 18—to formally request parliamentary action or highlight an issue.

Once signed by eligible residents, the petition must be tabled by a sponsoring Member of the Legislative Council (MLC)

HOW is this petition different than a typical e-petition?

Sponsored petitions like this that are directed to the Legislative Council have extra weight.

Once tabled in the Council, the relevant Minister must provide a written response within 30 days.

Unlike standard e-petitions, these must be formally sponsored by a Council Member – this one is sponsored by Georgie Purcell.

Petitions like this one can trigger debates on the Council floor.

A Legislative Council petition isn’t just a digital rally — it’s a formal demand for parliamentary scrutiny, with legally binding acknowledgment and potential for legislative discourse.

The petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council the delay in the introduction of the draft Animal Care and Protection Bill to Parliament. The draft Bill seeks to replace the current and less efficacious Prevention of Cruelty to Animals Act 1986.

We’ve been threatened by those in the horse racing industry and those who benefit from horse slaughter more times than we can count.

But we are not going away.

We are going to persist until horse slaughter no longer exists for any purpose within Australia -- and until the horse racing industry makes drastic changes.

We are going to continue our hands-on work to offer lifelong sanctuary to as many horses as possible.  We generally have 20 at just one of our locations - at any given time.
