BRIAN CAREY, 3 DEAD HORSES & ONE IN CRITICAL CONDITION? 

Behind the fascinators, champagne and pageantry, horses are dying — sometimes slowly, silently, and needlessly.

When most people think of horse racing, they picture elegance.

Women in fascinators.

Men in tailored suits.

Champagne flutes raised trackside.

Broadcast glamour.

Multi-million-dollar prize pools.

But far from the polished grandstands and manicured turf, there exists another racing world — one that rarely makes headlines.

It is the world of discarded horses, regulatory blind spots, and quiet suffering.

And sometimes, when enough people refuse to look away, that hidden world is exposed.

This is one of those times.

A SYSTEM EXPOSED… 

In January 2026, neighbours in regional Victoria discovered a five-year-old thoroughbred gelding named City Limits lying dead in a paddock.

His body showed unmistakable signs of prolonged starvation.

He had no feed.

No adequate water.

No veterinary care.

He did not die suddenly.

He wasted away — slowly.

City Limits was owned by Brian Carey, a former track rider for champion trainer Chris Waller, and a licensed participant with Racing NSW.

WHAT HAS SINCE EMERGED IS EVEN FAR MORE DISTURBING…

– Three horses are now believed to have starved to death on this same property.

– Another horse was still alive — severely emaciated — when authorities finally intervened.

– Neighbours had been warning authorities for weeks.

This was not a tragic accident.

It was a catastrophic failure of oversight, enforcement, and accountability.

WHO IS BRIAN CAREY?

Brian Carey is a licensed racing participant with Racing NSW and a former track rider for champion trainer Chris Waller.

In 2025, Carey purchased the five-year-old gelding City Limits in an online sale and raced him in New South Wales, earning over $60,000 in prize money.

In a recent article celebrating his racing success, Carey credited his time working for Chris Waller as teaching him how to properly manage horses in between race runs.

Yet what followed tells a very different story.

According to the Racing NSW Integrity Unit, City Limits was transported by Carey to his Victorian property a few weeks after his final race trial in October 2025.
Carey stated the horse was being sent to “spell” in a paddock due to injury.

On January 12, 2026, neighbours found City Limits dead from starvation in that same paddock.

He had been left without adequate food or water.

Photographs taken at the scene show extreme skeletal deterioration — consistent not with illness, but with prolonged neglect and deprivation.

This was not an overnight failure.

This was slow abandonment.

NEIGHBOURS SOUNDED THE ALARM REPEATEDLY

Local residents did not stay silent.

One neighbour, Mark Jaroszczuk, documented repeated efforts to alert authorities:

“This horse died from starvation and had no water for several days. The council ranger admitted they didn’t check water or feeding. The police didn’t seem interested. The RSPCA didn’t attend. This same property has been reported before after another horse died two summers ago — again, no water, no feed.”

Neighbours reported:

– Horses visibly deteriorating

– No accessible water

– No adequate feed

– Repeated welfare calls ignored

– Previous horse deaths at the same property

Despite multiple warnings, no meaningful enforcement action occurred.

City Limits was left to die.

And yet—Australia’s horse racing industry continues to be endorsed, glamorised, and legitimised by international equestrian figures – like Zara Tindall.

3 HORSES DEAD + 1 STILL ALIVE

According to the Coalition for the Protection of Racehorses (CPR):

– Three horses have now reportedly starved to death on this property

– One severely emaciated horse was still alive when investigations finally began

– Photographic evidence shows conditions consistent with prolonged starvation, not sudden illness.

This was not mismanagement.
This was systemic neglect.

BRIAN CAREY CHARGED BUT IT’S NOT OVER – YET!

On January 20, 2026, Racing NSW Stewards formally charged Brian Carey following an investigation conducted by the Racing NSW Integrity Unit.

On January 21, 2026, after reviewing submissions from Carey, Stewards suspended his racing licence under AR23, pending disciplinary proceedings.

The charge was laid pursuant to Australian Rule of Racing L114(2)(a) and specifically relates to the care and welfare of the thoroughbred horse City Limits.

A formal hearing is scheduled for February 11, 2026, at Racing NSW Head Office.

Racing NSW confirmed that no further public comment will be made while proceedings are ongoing.

THE SURVING HORSE STILL AT RISK!

On the same day authorities initiated investigations, Brian Carey removed the surviving emaciated standardbred mare from the Victorian property and transported her to his New South Wales property.

CPR immediately raised urgent concerns:

The mare was in no condition to travel

Fears she may not survive the journey

An urgent search was launched to locate her

Unconfirmed reports suggest the mare arrived alive at Carey’s NSW property — but in dire condition.

Apparently she now falls outside racing jurisdiction, meaning her welfare rests entirely with the RSPCA.

This loophole leaves many retired racehorses dangerously vulnerable.

OUTSTANDING WELFARE CONCERNS REMAIN…

Brian Carey is:

Operating a horse transport business in NSW

Has recently purchased a one-year-old thoroughbred filly

May have other horses currently in his care

CPR has formally requested:

Immediate welfare inspections

Veterinary evaluations

Confirmation of all horses under Carey’s control

At time of publication, full transparency remains outstanding.

NO OVERSIGHT = SUFFERING

This case exposes the fatal weakness of racing regulation:

Once horses leave the track, any shred of accountability collapses.

There is no national welfare tracking system.

No cross-jurisdiction enforcement continuity.

No emergency intervention mechanism.

As a result:

Horses suffer and die.

The racing industry promotes itself as ethical and responsible — while horses starve quietly behind locked gates or disappear into the slaughter pipeline.
